Abstract

RTI stands for response to intervention. The goal was to get students the immediate help they needed in the areas of reading, writing, and math without them having to be formally identified by the special education system. It was designed to avoid the special education system. But somehow, the special education system started creeping in. "Behaviors are the cause of learning problems," they said.
